PERC evolved from a series of collaborations among its members that has spanned, in some cases, more than 30 years. Participation of members falls into two categories, investigative and participatory. Investigators design and carry out projects. Participants provide advice, local assistance in running experiments, assistance in interpreting results, and input into the direction of future studies.
